In the front, on the proper right is Captain and President of the Juneau Volunteer Fire Department, Mike Fenster. Fenster is dressed in suit jacket, vest, shirt, and tie. He is looking downward to the proper left at an object held by Mayor Ernie Polley. To the direct proper left of Mike Fenster is Mayor Ernie Polley. Mayor Polley is wearing glasses, suit jacket, shirt, and tie. In his hands, he is holding the "100 years" citation for the Juneau Volunteer Fire Department.

In the background, sighted in—between Mayor Polley and Captain Fenster is a woman sporting glasses and a light colored top or dress. In the proper left corner of the photo is another woman, partially viewed. She appears to be looking down at something.
