Dolly. Four—point wet, cutting head for drill bit steel.
Head with four cutting edges, in the center is a cone shaped protrusion. On opposite sides of the head there are holes drilled into, but not through it. The rest of the item is round with one flat side. Base of the object is rounded with hole at bottom.
Hot drill steel is hammered into this tool to flare it out and form a drill bit.

Notes:
Called a dolly this tool was used when making drilling steels. It is used to form the cutting edge of the bit. All the tools for the mining operation were made at the mine. This would have been used inside of a larger machine, such as a "Leyner" drill sharpener.
