Notes:
Cartoon is poking fun at the attempts to move the capital from Juneau. The figure represented is the "Terminator" from the movie starring Arnold Schwartzennegger as a cyborg, whose famous line is "I'll Be Back." So what the cartoon is saying is that the question of moving the capital is done for the moment, but it will get raised again in the future.
