The figure of Governor Frank Murkowski stands at center, holding an asphalt spreading tool and wearing a hard—hat. He is thinking "I HOPE I HAVE ENOUGH OF THIS STUFF TO GET TO KATZEHIN POINT". To proper right of the governor is a cart that has the words ROAD SUPPORT, written on the side. An unfinished road stretches from the fore to the back of the frame, it is going through a grassy muskeg. In the background are the tops of softwood trees.
