Scope & Content:
A: Typed letter addressed to Mr. William G. B. Harland from Gilbert G. Budwig, Director of Air Regulation at the Department of Commerece Aeronautic Branch located in Washington. Letter is regarding Mr. Haland's Airplane and Engine Mechanic's licence (number 10355). Letter is dated April 18, 1931.
B: Envelope for letter. There is a plastic covered window in which the addressee's address on the letter can be viewed. In the upper proper right corner of envelope is the sender's address information. In the upper proper left corner are three black postage stamps. One is circular and has text which reads: "WASHINGTON D.C. \ APR 18 \ 430 PM \ 1931". One is square with text reading: "REGISTER \ OR\ INSURE \ VALUABLE MAIL". This stamp has seven (7) horizontal lines extending from its side to the proper left edge of the envelope. The last stamp is text only reading: "PENALTY FOR PRIVATE USE TO \ AVOIDE PAYMENT OF POSTAGE."
